first_imgThe task force that has been set up to go after lottery scammers has made major dents in their operations, working under the newly formed Major Organized Crime and Anti-Corruption (MOCA) unit.Giving an update on the successes, Minister of Justice, Senator the Hon. Mark Golding, says that members have seized important documents, equipment and machines used in lotto scamming activities.“The Anti-Lottery Scam Task Force carried out some 39 major operations last year, which seriously disrupted several criminal networks engaging in scamming. The task force recovered lead lists with approximately 1.2 million names; arrested 367 persons, charged some 100 persons for related offences, seized $32.6 million in cash, 121 motor vehicles, 124 computers, 577 cell phones, 30 magic jacks and two illegal firearms,” the Minister reported.Senator Golding was speaking on Thursday, February 28, at a breakfast forum held at Sandals Montego Bay, and organized by the Business Process Industry Association of Jamaica (BPIAJ).The Minister said that the anti-scamming initiatives have been bolstered by the provision of funding, technical assistance, training opportunities, and equipment to strengthen the capacity to identify, arrest and prosecute scammers.“These include vehicles, ballistic vests, computers and office equipment, and funding the implementation of technology in nine Courts to facilitate the use of live video link to enable vulnerable witnesses to provide their testimony from remote locations,” Senator Golding told the audience.The Minister said that in addition to legislation, the Government will also be embarking on a public education drive to discourage young people from entering the illegal activity.“A secondary schools outreach campaign to discourage involvement in the lotto scam or any other fraudulent activity, is coming soon. This will be done in collaboration with the Ministries of Education, and Youth and Culture, and the private sector,” Senator Golding said.The MOCA has been tasked with dismantling the lotto scamming scheme, denting organized criminal syndicates by targeting the profits made from illicit activities, and identifying and charging their facilitators who may corrupt public officials or senior persons in the private sector.Membership is drawn from the Jamaica Constabulary Force (JCF), the Financial Investigations Division (FID), Customs, and the Office of the Director of Public Prosecutions (DPP).The group has received significant support from the United States Government, through Immigration and Customs Enforcement (ICE), International Narcotics and Law Enforcement (INL), US Department of Homeland Security (DHS), US Postal Inspection Service (USPIS) and US Department of the Treasury (DOT).last_img read more

Tyson Gay Tests Positive for Banned Substance No Usain

American sprinter, Tyson Gay, has tested positive for a banned substance and will not compete at the World Championships next month in Moscow. This exit from the track meet means he and world-record Jamaican sprinter Usain Bolt will not have the epic race most track fans were anticipating.Gay didn’t discuss the substance in a recent phone conversation to the press Sunday, where he talked about his positive test. He said he was contacted by the U.S. Anti-Doping Agency last week, where they told him his sample came back positive from a May 16 test.“I don’t have a sabotage story. I don’t have any lies. I don’t have anything to say to make this seem like it was a mistake or it was on USADA’s hands, someone playing games,” said Gay, who fought back sobs as he spoke. “I don’t have any of those stories. I basically put my trust in someone and I was let down.”A few years back, Gay was involved in a USADA program called ‘My Victory,’ where athletes pledge to compete drug-free. In his testimonial video for the initiative, Gay said, “I compete clean because I really believe in fairness, and besides that, my mom would kill me! Just being honest.”The sprinter also said he already discussed the test results with his teammates, friends and family, including his mother and daughter.“They already know it is some type of accident, or some type of — I don’t want to use certain words, to make it seem like an accident, because I know exactly what went on, but I can’t discuss it right now,” he said. “My career and my name have always been better than medals or records or anything like that. BRAC Cleanup Funding Stuck on Downward Trajectory

first_img Dan Cohen AUTHOR Funding to clean up installations closed during the first five BRAC rounds is on course to continue a steady decline under the fiscal 2017 recommendations from the administration and House appropriators.On Tuesday, the draft fiscal 2017 military construction-veterans affairs spending bill released by the House Appropriations Committee called for funding for past base closure rounds — including cleanup and ongoing operations and maintenance — to fall to $230 million, down from $266 million in the current year. The Pentagon’s FY 2017 budget request had proposed an even deeper cut to $205 million.Both proposals would continue a sharp drop in funding for past BRAC rounds since FY 2013, when Congress allocated $760 million for cleanup and other closure costs.Overall, the milcon spending measure would provide $7.9 billion for military construction and family housing in FY 2017, representing a $305 million drop from current year funding but a $250 million increase over DOD’s request, according to a committee summary of the bill.On Wednesday, the Military Construction-Veterans Affairs Subcommittee approved the legislation with little fanfare beyond protests from Democratic members about Republicans’ failure to adopt a budget resolution and spending allocations for each of the 12 appropriations titles.Even while the prospects for the GOP to pass a budget resolution are uncertain, the House Appropriations Committee plans to continue advancing detailed spending bills. House Speaker Paul Ryan (R-Wis.) on Tuesday, though, told reporters he had no intention of bringing appropriations bills to the full House for a vote until there is a budget resolution that sets enforceable spending limits. “We need to do a budget,” Ryan said.Despite the uncertainty, Subcommittee Chairman Charlie Dent (R-Pa.) said April 13 is the target date for the full committee to mark up the milcon spending bill, reported CQ Roll Call.last_img read more
